Large eagle with wide, broad wings. Very clear fingers. Pale underparts with brown streaking and brown head and bib. Tail white with broad terminal bar and a few smaller bars. Mostly hovering, but stopped two times to hover in kestrel fashion with strong, heavy wing beats which is quite typical behaviour for the species.
No photos but I have quite some experience with this species in southern Europe.
